The Road User Charge (RUC) legislation before the Victorian Parliament is poor policy - it only applies to EVs and PHEVs, is not weight corrected, and worst of all, the revenuse collected is not legally earmarked for road and transport infrastructure or maintenance - it just goes to consolidated revenue.  The AEVA has offered a workable solution which frustratingly, is still being ignored.
