Noisy Ebike

Hi Everyone I am not sure if this is the right place to ask but hopefully somebody can help me out. I recently bought an used e-bike/scooter on Ebay the seller said it only needed new batteries. I have bought new batteries but when you turn the throttle it makes a loud buzzing/brumming noise from the back wheel. The motor runs ok but cuts out on higher speed. It also does not seem to have enough power and is unable to get up our drive (slight hill) It is a 200watt 48V and I am guessing it is chinese. So have I bought a lemon? Any ideas would be appreciated. I am new to these e-bikes.

Perhaps someone experienced here would be happy to visit you to help you sort out your bike problems if we knew which state and city you are from?
