WA DPI Modification Form

Post by Richo » Sun, 03 Aug 2008, 00:14

If you are in WA you will need to fill in this DPI form BEFORE you start your eV conversion:
http://www.dpi.wa.gov.au/mediaFiles/lic ... rodveh.pdf
So the short answer is NO but the long answer is YES.

Are you certain ?
Is this new / overriding NCOP14 and the EV specific form in it ?
This form has zip to do with an EV ???

I thought our EV conversion contact was..

Department for Planning and Infrastructure
Welshpool Licensing Centre
Vehicle Safety Branch
21 Murray Rd South
Welshpool WA 6106.

Actually NCOP14 refers to this form in the first paragraph.
The eV conversion contact is the same place.
NCOP14 is the guideline for eV conversion and has a final checklist where as the form I gave a link to is the permission to allow you to make it an eV in the first place.

I will ring them on monday to see if they would only accept NCOP14.
So the short answer is NO but the long answer is YES.

WA DPI Modification Form

Post by Richo » Tue, 05 Aug 2008, 00:31

I rang the DPI today (Technical section).
Unfortunately after many attempts at different times during the day I have not got to speak to anyone.
I rang the head office and they confirmed I was ringing the corret number.

Maybe tomorrow....
So the short answer is NO but the long answer is YES.

WA DPI Modification Form

I got hold of the DPI today.
Asked what I needed to fill out for an eV conversion.
Answer: you need the form I gave a link to at the top of the page.
You need to get approval BEFORE you start.

NCOP14 is the guidlines you must build it to before it will pass.
The checklist in NCOP14 is what you use at the time of inspection.
So the short answer is NO but the long answer is YES.

Update.

I spoke to DPI last week and they were in the middle of processing my form.
The indication I got was I would expect a response letter in the next couple of days.

So, is there a list of engineers who can advise/do the sign off?

Bumping an old thread, but I could only find a few threads on DPI in Perth section.
Does anyone know if an EV modification can be considered as a re-manufacture for non-ADR compliance plated 25yo+ scooter?
I came here just to throw it out there, but expect the simple answer path will be:
- check with a current importer to see what's involved in complying it (on a scooter seems to just be tyres, check usual brakes/lights/reflectors are sufficient)
- comply as is 50cc petrol engine
- EV modification application following that.

best bet would be to ask the DPI.

does it have a VIN at all?
does it comply with any other countries' design rules?

Yeah it's a Japanese 50cc scooter, so whatever we got in the day would have been the same except for lights and reflectors typically.
Import laws are another ball game thanks to monopoly importers writing our laws, so I'll follow the enquiry steps mentioned and report back in 20 years =D

WA DPI Modification Form

Is it worth getting a 25yo scooter compliant?
The eV modification is essentially an engine change.
If it didn't comply before it won't comply after.
I'm with Matt - call the DPI and ask as at the end of the day they are the ones who are going to look at it and decide if you can put it on the road.
So the short answer is NO but the long answer is YES.
