I'm 99% sure the cheap blue dongle doesn't have a "real" ELM327 chip in it - they only appear to come in 28 lead DIP or SMD packages. ELM have had huge problems with people copying their design and calling it the same thing (ie counterfeiting). The quality of the counterfeits varies... Some info on ...

I've seen lots of small vias used to try to thermally link the copper on the two sides - if you do that you could try making the copper area on the bottom as big as possible. There are some Hall Effect current sensors around which may be easier to use than a current shunt. If it's the current clamp type (eg the Redarc GS-AMPS) then you might have to protect the wire from abrasion but that would have to be a heap easier than reliably inserting a current shunt!
